Housing under the state programs in all cities of Kazakhstan

From 15 February 2019, Eurasian Bank accepts applications under the 7-20-25 and Baspana Hit state mortgage programs in all Branches of Eurasian Bank.

 

The terms of the 7-20-25 Program:
1. Interest rate: 7%.
2. Downpayment: 20% of housing cost.
3. Loan term: up to 25 years.
4. The maximal housing price: 25 million tenge for Almaty, Astana, Aktau, Atyrau and Shymkent; 15 million — for other regions.
5. The loan purpose: purchase of primary housing.
6. Fee for loan issuance and servicing: absent.
7. Real estate insurance: absent.
8. The lack of housing criterion: borrower’s lack of housing on the right of ownership in the territory of the Republic of Kazakhstan.

 

The terms of the Baspana Hit Program:
1. Interest rate: base rate + 175 basis points (11% as of a current date).
2. Downpayment: not less than 20% of housing cost.
3. Loan term: up to 15 years.
4. The maximal housing price: 25 million tenge for Almaty, Astana, Aktau, Atyrau and Shymkent; 15 million — for other regions.
5. The loan purpose: purchase of primary and secondary housing.
6. Fee for loan issuance and servicing: applied.
7. Real estate insurance: mandatory.
8. The lack of housing criterion: housing availability is allowed.

The following requirements are imposed on the borrower:
1. Availability of documented income from labor or business activities – experience of at least 12 months at the last place of work.
2. Absence of the borrower/co-borrower’s outstanding debt under the 7-20-25 Program and other mortgage housing loans.
3. Maximal number of co-borrowers / guarantors: not more than 3 individuals.
4. According to the Bank lending policy, lending shall not be provided to persons with a negative credit history, in the presence of current outstanding arrears and outstanding loan debts to the collection company.

Eurasian Bank (hereinafter - the Bank) took part in the National Bank of the Republic of Kazakhstan project under the name of Suńqar.

Suńqar is a system of instant transfers by the simplified details of the recipient, namely – by phone number. Eurasian Bank implemented the transfers via the Suńqar system in the Smartbank mobile application. Currently, transfers are possible within and between Eurasian Bank, Bank CenterCredit and Altyn Bank (Subsiddiary Bank of China CITIC Bank Corporation Limited).

 

“Thanks to the implemented Suńqar project, Eurasian Bank customers got the opportunity to send money even more easily both within our mobile application and to customers of other banks. We are grateful to the National Bank for the implementation of this project. Such initiatives positively influence the banking industry development and the quality of service”, noted Pavel Loginov, CEO of Eurasian Bank.

The first wave of Smartbank updates with transfers by phone number will be for owners of smartphones based on Android. Release for iOS is scheduled for April 2019.

 

After installing the update, in order to transfer money, it will be enough to enter the recipient’s phone number in the “Transfers by phone number” section, select the receiving bank and specify the transfer amount. You can optionally add a text message.

 

As of February 7, 2019 for inter-bank transfers, there are restrictions on the amount – minimum 100 tenge, maximum 500,000 tenge per transaction without daily limits on the amount; for intra-bank transfers – a minimum of 100, a maximum of 500,000 tenge per transaction and a maximum of 5,000,000 tenge per day.

 

The fee for inter-bank transfers is 0.2% of the amount (250 tenge – minimum), for intra-bank transfers the fee is not provided.

Eurasian bank paid 82% of obligations to the Astana Bank depositors

By 1 February, Eurasian Bank has paid compensation to the Bank of Astana customers in the amount of 30.7 billion tenge. This amount is 82% of the total amount of obligations to the Bank of Astana depositors.

 

The share of the repaid obligations in the Kazakhstan regions exceeds 75%. On average, servicing one Bank of Astana depositor at Eurasian Bank took 5 to 15 minutes.

 

Due to decline in the flow of the Bank of Astana customers and reduced load on the outlets, from 4 February, Eurasian Bank changes the working hours of the payment centers for servicing the Bank of Astana depositors.

 

On weekdays, the payment centers will operate from 9:00 a.m. to 7:00 p.m., no lunch break. On Saturday – from 9:00 a.m. to 4:00 p.m., no lunch break. Sunday is a day-off. On 18 February 2019 the payment centers will stop working.

 

At the same time, the payment of compensation to the Bank of Astana depositors will last until 26 July 2019 in all the Eurasian Bank outlets serving individuals, according to the working hours of the outlets.

For 26-27 January 62% of obligatiosn to the Bank of Astana depositors are paid

According to the results of the Bank of Astana compensation payments, for the first two days, 26 and 27 January, the bank-agent Eurasian Bank has already paid out 23.1 billion tenge, which is 62% of the total compensation amount of 37.5 billion tenge. For 26 and January, 18,925 Bank of Astana depositors visited the Eurasian Bank outlets.

To organize the flow of the Bank of Astana depositors into the outlets and to reduce the possible excitement, Eurasian Bank held a number of preparatory events.

  1. In order to serve the expectedly large flow of customers, Eurasian Bank opened all of its outlets serving individuals for the Bank of Astana depositors on the weekend of 26 and 27 January, and in addition strengthened large cities by opening the payment centers.
  2. 2. The Bank of Astana customers were sent SMS-s with a recommendation to visit the Bank outlet on a specific day at a specific address. Customers with the compensation amount of less than 1,000 tenge were also notified in advance, so that they would not schedule a visit to the outlet in the first days of the start of payments.

  3. Customers who were afraid of queues were offered the opportunity to order a payment card online, with courier delivery, and get a compensation to this card.
  4. The online service for checking the compensation amount by IIN at eubank.kz was launched, so that the customers could check the information in advance.
  5. The customers had the opportunity to view information about queues in outlets throughout Kazakhstan at eubank.kz.
  6. In the first days of payments, all outlets managers, loan managers from points of sales (home appliances shops, furniture stores, car dealers, etc.) and the front office were involved.

For 26-27 January, 18,925 Bank of Astana depositors visited Eurasian Bank. All of the applications received have been accepted, and 18,875 depositors who have submitted applications have already received the compensation.

Almaty, Astana and Shymkent accounted for 56% of appeals. Rush and queues were observed in the morning of Saturday, 26 January, – all current issues were settled in a standard order. There were no queues at the Bank outlets in the afternoon of Saturday and Sunday.

From January 28, all Eurasian Bank outlets operate within standard hours, therefore for convenience of depositors in large cities, the Bank recommends contacting special payment centers that serve only the Bank of Astana depositors according to the extended schedule. Payment of compensation will last the next six months – until 26 July and will be held in all Eurasian Bank outlets, serving individuals.

Most of the specially created centers for the compensation payment only the Bank of Astana customers in Almaty, Astana, Shymkent, Aktau, Karaganda, Pavlodar and Atyrau will operate according to the extended schedule from 9:00 a.m. to 9:00 p.m. until the end of payments. The Bank of Astana depositors may submit applications on any day.

At eubank.kz, the Eurasian Bank website, the Bank of Astana depositors can view the number of customers waiting in line online, and to learn about the payment amount in advance, before visiting the outlet.

After 26 July, 2019, the Bank of Astana depositors, who did not visit the Eurasian Bank outlets, can submit applications for the compensation payment directly to the Kazakhstan Deposit Insurance Fund and receive the compensation by bank transfer.

Eurasian Bank selected as bank agent for payment
of guaranteed compensation to Bank of Astana depositors

The Kazakhstan Deposit Insurance Fund selected Eurasian Bank (hereinafter — the Bank)  as agent for payment of guaranteed compensation by deposits, current and card accounts of natural persons and individual entrepreneurs, placed with Bank of Astana under liquidation.

Euraisan Bank is amongst top ten Kazakhstan second-tier banks by amounts of assets and equity, the largest player in the retail lending market: the 4th one in terms of the retail loan portfolio. In November 2018, the Standard & Poor’s Global Ratings international credit-rating agency confirmed the B/B long-term and short-term ratings of Eurasian Bank. The Bank branches are located in all the regions of the country; at present, the Bank network has 126 branches and outlets throughout Kazakhstan.


«We are grateful to the Kazakhstan Deposit Insurance Fund for the confidence and confirmation that Eurasian Bank meets the criteria set by the KDIF agents: a stable financial position, no violations of prudential standards, presence of a developed branch network in the country. For our part, we pledge to do everything possible for the convenience of customers, and offer them several options for the refund”, noted Mr. Pavel Loginov,  CEO of Eurasian Bank.

Natural persons and individual entrepreneurs shall be entitled to reimbursement of money placed on deposits, current and card accounts with Bank of Astana. Reimbursement will be paid within the amount of the accounts balance, but not more than the maximum guaranteed amount:

  • 10 million tenge — by deposits in tenge,
  • 5 million tenge — by deposits in foreign currency.

The cumulative compensation of up to 15 million tenge shall be paid under one depositor’s multicurrency deposit placed with Bank of Astana simultaneously in tenge and foreign currency, at that under the deposit in foreign currency — not more than equivalent of 5 million tenge.
The Kazakhstan Deposit Insurance Fund using the special reserve funds will fully provide Eurasian Bank with money to pay compensation to Bank of Astana depositors.

Please note that the amount of compensation is determined by the liquidation commission of Bank of Astana and is agreed by the Kazakhstan Deposit Insurance Fund, taking into account the maximum guaranteed amount and the depositor’s loan obligations.

Acceptance of applications from Bank of Astana depositors shall start on January 26, 2019 and last until July 26, 2019. Until this date, Eurasian Bank is not entitled to accept applications and pay guaranteed compensation.

The detailed information about the terms of payment of compensation will be published by the Bank later, closer to the beginning of payment of compensation.
