Program Terms

Placement rate for end borrowers: 8%.

Loan term: up to 12 months, but not later than 31 December 2021.

Intended use: working capital financing. The amount of the loan and (or) new financing under the credit line is credited to the borrower’s bank account with the Bank. The use of loan funds is performed in a non-cash manner.

Limit per borrower:

for large business entities — not more than 6 billion tenge;

for small and medium entities — not more than 3 billion tenge;

for individual entrepreneurs — not more than 50 million tenge.

Fees for granting and servicing the loan are not charged, excepting for fees for violation and (or) changes in the loan terms.

Provision by the borrower of the criterion(s) of financial conditions deterioration.

Program Penalties:

Non-submission or late submission of reports — a fine in the amount of 20 times the monthly calculation indicator for each violation.

Unintended use of funds — 5% of the unintended use amount.

Criteria indicating deterioration in the financial condition of the SME during the emergency state and within 2 months after its cancellation:

Decrease in the volume of goods and (or) services sold.

Delayed payment from customers.

Reducing the number of employees.

Documents, certifying deterioration in the financial condition of the SME (one or several documents can be provided):

Management reporting, including records on the sale of goods.

Accounts receivable statements.

Employee applications for unpaid leave.

A document certifying the suspension of the borrower’s activities in connection with the emergency state, or other documents.

Preferential loans to large business are issued based on the Joint Order by the Ministry of National Economy of the Republic of Kazakhstan No. 227 and the National Bank of the Republic of Kazakhstan No. 258 “On approval of the activities of large businesses affected by the emergency” dated 18 November 2020.
