Frequently asked questions

Payment of the guarantee compensation in Eurasian Bank will begin on 26 January 2019 and will last until 26 July 2019. Until 26 January 2019, Eurasian Bank shall not be entitled to accept applications and pay the guarantee compensation. From 26 July 26, 2019, the Kazakhstan Deposit Insurance Fund shall pay the guarantee compensation.

Natural persons and individual entrepreneurs shall be entitled to the guarantee compensation of the money placed on deposits, current accounts and payment cards opened with Bank of Astana.

The guarantee compensation shall be paid by deposits, current accounts and payment cards opened with Bank of Astana.

The amount of compensation shall be determined by the Bank of Astana liquidation commission and agreed by the Kazakhstan Deposit Insurance Fund taking into account the maximum guaranteed amount and credit obligations of the depositor. Depending on the type and currency of the deposit, there shall be paid the compensation in the amount of:
– up to 10 million tenge by deposits, current accounts and payment cards in tenge;
– up to 5 million tenge by deposits and accounts in foreign currency. Moreover, if you have several deposits, different by types and currencies, then the guarantee compensation for them totally should not exceed 15 million tenge.
The register of obligations shall be formed taking into account the change in the market exchange rate of tenge to foreign currency as of the date of entry into force of the court decision, the accrual and capitalization of interest on deposits, the netting of money on deposits, including accounts and payment cards of depositors to their monetary obligations to the Bank loans, penalties, fines, forfeits and commissions, as well as the crediting to depositors’ accounts of money received after the Bank lost its license.
Example: the depositor has 2 deposits in tenge totaling 12 million tenge and 3 deposits in foreign currency totaling 8 million tenge. The guarantee compensation by 2 deposits in tenge will be 10 million tenge, on 3 deposits in foreign currency – 5 million tenge. Thus, in total, the depositor will get 15 million tenge.

The guarantee compensation shall be paid in tenge only. Deposits in foreign currencies shall be converted into tenge at the exchange rate of the National Bank of the Republic of Kazakhstan as of 9 January 2019.

Deposits shall be guaranteed by the state. The Kazakhstan Deposit Insurance Fund at the expense of the special reserve funds shall fully provide Eurasian Bank with money to pay compensation to the Bank of Astana depositors.

The compensation shall be paid in 5 ways:

  • Transfer to a deposit, current or card account with Eurasian Bank, if such are already opened.
  • Transfer to a new deposit or current account with Eurasian Bank.
  • Transfer to a new card of Eurasian Bank.
  • Cash on hand at the cash desk.
  • Transfer to another bank.

Two offices in Astana (Momyshuly St., 4; Ave Kenesary, 44) provide only 4 non-cash ways to obtain a guarantee compensation for Bank of Astana JSC:

1. Transfer to a deposit, current or card account with Eurasian Bank JSC, if such are already open.

2. Transfer to a new deposit or current account with Eurasian Bank JSC.

3. Transfer to a new card in Eurasian Bank JSC.

4. Transfer to another bank.

Attention! Compensation cannot be partially received (for example, a part on a deposit, a part in cash or on a card), only the full amount. Upon receipt, you can distribute funds at your discretion.

The guarantee compensation shall be paid in cash at the cash desk of Eurasian Bank free of charge.

2. Also, when contacting Eurasian Bank, you will be provided with the application for guarantee compensation payment, which you will fill out yourself. The Bank may request additional documents as required*.

If you are a trustee, to get the compensation you will need to produce:
1. The original identity document, with the IIN, of the trustee.
2. Original or notarized power of attorney for the right to receive a guarantee compensation in Eurasian Bank for deposits opened with Bank of Astana.
3. Also, when contacting Eurasian Bank, you will be provided with the application for guarantee compensation payment, which you will fill out yourself. The Bank may request additional documents as required*.

If you inherit the compensation, you will need to produce:
1. The original identity document, with the IIN, of the heir.
2. Certificate of inheritance (or a notarized copy) or a court decision with a note of its entry into force.
3. A notarized copy of the depositor’s Death Certificate and other documents stipulated by the legislation and internal documents of Eurasian Bank.
4. Also, when contacting Eurasian Bank, you will be provided with the application for guarantee compensation payment, which you will fill out yourself. The Bank may request additional documents as required*.

If you changed the last name, first name or patronymic, you will need to produce:
1. The original identity document, with the IIN.
2. Certificate of marriage or certificate of change of name, surname and patronymic, issued by the registry office.
3. Also, when contacting Eurasian Bank, you will be provided with the application for guarantee compensation payment, which you will fill out yourself. The Bank may request additional documents as required*.

If you an individual entrepreneur (a farmer, a private notary, a private bailiff, an advocate or a professional mediator, resident of the Republic of Kazakhstan), you will need to produce:
1. The original identity document, with the IIN.
2. Certificate of state registration of an individual entrepreneur, certificate of state registration of a farm or a license to carry out notarial / advocacy activities or activities of a private bailiff.
3. Also, when contacting Eurasian Bank, you will be provided with the application for guarantee compensation payment, which you will fill out yourself. The Bank may request additional documents as required*.
* The list of additional documents
1. In the case of an appeal of the trustee of the person: a copy of the document certifying the identity of the depositor (with the IIN), if the data identifying the identity of the depositor are not in the identification documents.
2. In case of other dispute situations (any of the specified types of documents are allowed): a bank account (deposit) agreement concluded between Bank of Astana and the depositor, or deposit documents, judicial acts confirming the existence of Bank of Astana obligations to the depositor / applicant under bank account (deposit) agreements, payment documents containing a monetary obligation, instructions on payment of money, including account statements, receipts, cash orders and fiscal checks confirming the placement of money in the account or a deposit guaranteed in accordance with the Legislation of the Republic of Kazakhstan, or other documents confirming the validity of the claims of the depositor or the applicant.

The money will be given to you at the time of your application. Issuance of money to proxies, heirs, individual entrepreneurs, minors, depositors who have changed their names, shall be made by Eurasian Bank within a period not exceeding 5 working days from the day of submission for legal expertise of all the required documents, certifying the right to payment of the guarantee compensation.

The deposit shall be opened on the day of your application, subject to submission of all the required documents certifying the right to payment of the guarantee compensation.

The money shall be credited on the day of opening a new deposit or transferring the guarantee compensation to a current deposit.

The unembossed card shall be issued on the day of your application, subject to submission of all the required documents, certifying the right to payment of the guarantee compensation.

The money shall be credited on the day of issuing a new card or transferring the guarantee compensation to a current card.

The guarantee compensation shall be sent by transfer to an account with another Bank within three business days.

Eurasian Bank provides compensation to the Bank of Astana depositors in all the outlets servicing individuals.

If your identity document does not contain the IIN, it is required to:

  1. Get the IIN in the authorized body.
    2. After being assigned the IIN, contact the liquidation commission to make changes to the list of guarantee compensation.
    3. After being assigned the IIN and contacting the liquidation commission come to Eurasian Bank get the guarantee compensation.

Depositors who have claims for payment of the deposit balance in excess of the guaranteed amount or interest that has not been capitalized shall be entitled to submit an application to the Bank of Astana liquidation commission to consider the situation.

At availability of the specified debts, you can get the compensation only in cash. By law, banks are not allowed to open any accounts for customers having tax debts. To avoid issues when obtaining compensation by the Bank of Astana, we recommend that you check the availability or absence of debts at the website of the State Revenue Committee – kgd.gov.kz, and in case of a debt, close it.

The guarantee compensation to be paid shall be calculated taking into account the current obligations of the Bank of Astana customer. Thus, the debt shall be deducted from the amount paid before payment.

Depositors who have claims for payment of the deposit balance in excess of the guaranteed amount or interest that has not been capitalized shall be entitled to submit an application to the Bank of Astana liquidation commission to consider the situation.
