Выплата гарантийного возмещения вкладчикам Capital bank Kazakhstan завершается 3 июля 2022 года. В случае необращения депозитора за выплатой гарантийного возмещения до завершения указанного срока, невостребованная им сумма перечисляется Казахстанским фондом гарантирования депозитов в Единый накопительный пенсионный фонд на индивидуальный пенсионный счет для учета добровольных пенсионных взносов, открытый на имя депозитора в порядке, предусмотренном законодательством Республики Казахстан о пенсионном обеспечении.

Frequently Asked Questions on the Bank of Astana payments

The Bank will start paying refunds on 30 September 2020. Payments will last until 30 September 2021.

Individuals and individual entrepreneurs are entitled to a guarantee compensation of money placed on deposits, current accounts and payment cards opened with Tengri Bank.

Guarantee compensation is paid under deposits, current accounts and payment cards opened with Tengri Bank.

The compensation amount is determined by the Tengri Bank Temporary Administration and agreed by the Kazakhstan Deposit Insurance Fund, taking into account the maximum guaranteed amount and the depositor’s loan obligations.

Payment of compensation is made within the maximum amount of balances, taking into account the interest on the deposit accrued as of the date of the Tengri Bank license withdrawal:

  • not more than 15 million tenge under savings deposits in the national currency;
  • not more than 10 million tenge under other deposits in the national currency;
  • not more than the equivalent of 5 million tenge under deposits in foreign currency.
    If the Tengri Bank depositor has two or more guaranteed deposits, different in types and currency, the agent bank pays him/her a total guarantee compensation in the amount not exceeding 15 million tenge, taking into account the limit on the guaranteed deposit balance in foreign currency of not more than 5 million tenge.

The KDIF pays the money with interest accrued to the date of the Tengri Bank license withdrawal. Compensation for deposits in foreign currency is calculated and paid by the KDIF in tenge, at the exchange rate as of the date of the Tengri Bank license withdrawal.

The guarantee compensation is paid only in the national currency. Deposits in foreign currencies are converted into tenge at the exchange rate of the National Bank of the Republic of Kazakhstan as of 18 September 2020:
USD — 422.9 KZT.
EUR — 498.9 KZT.
RUB — 5.64 KZT.
GBP — 548.59 KZT.

The Kazakhstan Deposit Insurance Fund will use the special reserve to provide Eurasian Bank with funds to pay full compensation to the Tengri Bank depositors.

The compensation is paid in 5 ways :

  • By transfer to a new Eurasian Bank card.
  • By transfer to a deposit, current or card account at Eurasian Bank, if they are already opened.
  • By transfer to a new deposit or current account at Eurasian Bank.
  • Cash at the cash desk.
  • By transfer to another bank.

Important! For your safety and health reasons, Eurasian Bank recommends that you choose a remote method of receiving a compensation to your card. You can get the payment without leaving your home by ordering our card online on the eubank.kz website. Money is credited within 5 days after receipt of the card and signature of the required documents, which are sent via courier with a new card.

Attention!

You cannot get a partial compensation (for example, a part of a deposit, a part in cash or to a card), only the full amount. After receiving it, you can distribute the funds as you consider appropriate.

At withdrawal of the guaranteed compensation in cash, by transfer to a current or new deposit account with  Eurasian Bank, no fee shall apply.

At withdrawal of the compensation from the current or new Eurasian Bank card, and at transfer to other bank card, the fee shall apply according to the effective Eurasian Bank fees. More about the Fees.

2. At contacting the Eurasian Bank JSC, you will be provided with an application for payment of guarantee compensation, and you will need to fill it out yourself. If required, the Bank may request additional documents*.

 

If you are an authorized person, you will need:
1. The original identity document with the authorized person’s IIN.
2. The original power of attorney or a notarized power of attorney for the right to receive guaranteed compensation at Eurasian Bank JSC under deposits opened with Tengri Bank JSC.
3. At contacting the Eurasian Bank JSC, you will be provided with an application for payment of guarantee compensation, and you will need to fill it out yourself. If required, the Bank may request additional documents*.

 

If you inherit the compensation, you will need:
1. The original identity document with the heir’s IIN.

2. The certificate of inheritance (or a notarized copy) or a court decision with a note on its entry into force.

3. A notarized copy of the depositor’s death certificate and other documents stipulated by the legislation and internal documents of the Eurasian Bank JSC.

4. At contacting the Eurasian Bank JSC, you will be provided with an application for payment of guarantee compensation, and you will need to fill it out yourself. If required, the Bank may request additional documents*.

 

If you changed your last name, first name, or patronymic, you will need:
1. The original identity document with the IIN.
2. Marriage certificate or certificate of change of surname, first name and patronymic issued by the civil registry office.
3. At contacting the Eurasian Bank JSC, you will be provided with an application for payment of guarantee compensation, and you will need to fill it out yourself. If required, the Bank may request additional documents*.

 

If you are an individual entrepreneur (a peasant or farm entity, a private notary, a private bailiff, a lawyer or a professional mediator who is a resident of the Republic of Kazakhstan), you will need:
1. The original identity document with the IIN.

2. The certificate of state registration of an individual entrepreneur, the certificate of state registration of a farm, or the license for conducting notary/lawyer activities or a private bailiff’s activities.

3. At contacting the Eurasian Bank JSC, you will be provided with an application for payment of guarantee compensation, and you will need to fill it out yourself. If required, the Bank may request additional documents*.

If the authorized person applies: a copy of the depositor’s identity document (with the IIN), if the data certifying the depositor’s identity is not contained in the identification documents.

If the applicant’s authority is certified by a notarized power of attorney, the power of attorney:

If the depositor’s representative, heir or other applicant who is a foreign citizen, applies, he/she present a notarized power of attorney. In cases established by the legislation of the Republic of Kazakhstan, the power of attorney should be apostilled or legalized by a council. If the power of attorney and apostille are in a foreign language, the depositor’s representative or the applicant shall give the apostilled power of attorney, translated into the state or Russian language and notarized in a prescribed manner.

The money is issued to you at the time of your application. The issue of money to the authorized persons, heirs, individual entrepreneurs, minors who depositors have changed their full names is made within a period not exceeding 5 business days from the date of submission of all the required documents certifying the right to the payment of the guarantee compensation in connection with the need to draw up a legal opinion.

 

The deposit shall be opened on the day of your application, subject to submission of all the required documents certifying the right to payment of the guarantee compensation.

The money shall be credited on the day of opening a new deposit or transferring the guarantee compensation to a current deposit.

The unembossed card shall be issued on the day of your application, subject to submission of all the required documents, certifying the right to payment of the guarantee compensation.

The money is credited on the day the guarantee compensation is transferred to the current card.

 

For new cards, the money is received within 5 days after the card receipt and signature of the required documents, which are sent via courier with the new card.

Delivery in the cities of Almaty and Nur – Sultan — up to 2 business days, in other regions – up to 3 business days.

The card is delivered together with the application for payment, indicating the payment amount .

 

The transfer is made on the next business day of the Bank.

When making inter-bank transfers, and payments to the budget after 3:50 p.m. and/or on weekends/holidays, the date of money transfer shall be the date of the next business day of the Bank.

 

Eurasian Bank issues compensation to the Tengri Bank depositors at the outlets, specified in the list in the  file (hyperlink). Please see the working hours and addresses of the outlets on eubank.kz in the Outlets and Terminals section.

The two outlets in Nur-Sultan (Momysh-uly Street, 4; Kenesary Avenue, 44) provide only four non-cash ways to get a guarantee compensation from Tengri Bank JSC:

1. Transfer to a new card of Eurasian Bank JSC.

2. Transfer to a deposit, current or card account in Eurasian Bank JSC, if such accounts are already opened.

3. Transfer to a new deposit or current account in Eurasian Bank JSC.

4. Transfer to another Bank.

 

Mini Offices do not perform compensation payment.

 

If you are planning a visit to the branches of the Eurasian Bank on October 3-4, we recommend choosing one of the branches on this list.

If your identity document does not contain the IIN, you should:
1) Get the IIN from the authorized body.
2) After assigning the IIN, contact the Tengri Bank Temporary Administration to make changes to the guaranteed compensation list .
3) After assigning the IIN and applying to the Tengri Bank Temporary Administration, come to Eurasian Bank to get the guarantee compensation payment.

If you have these debts, you can only get a compensation in cash. By the law, banks are not entitled to open any accounts to customers who have tax arrears. We recommend that you check the availability of debt on the State Revenue Committee website (kgd.gov.kz), and if you have a debt, close it.

 

The guarantee compensation to be paid is calculated based on the customer’s current obligations to Tengri Bank. Thus, the debt is deducted from the amount paid before payment.
